The Disaster Human Services Capabilities Framework (DHSCF) builds upon the introductory concepts presented in the 2023 Disaster Human Services Capabilities Playbook.

It is a tool designed to prepare human services organizations to deliver timely, appropriate, and coordinated post-disaster human services.

The Framework equips human services entities through the following nine capabilities:
