The Emergency Repatriation State Capabilities Framework provides strategic-level guidance, leading emergency management and human services practices, and recommended actions for states and later-incorporated U.S. territories. Together, the eight capabilities in this framework enable states to meet the immediate health and welfare needs of repatriates as they return to the United States.
States are encouraged to use this guidance in conjunction with other resources published by OHSEPR to prepare for, respond to, and recover from emergency repatriation incidents. The State Capabilities Framework provides additional detail on state processes and responsibilities necessary to facilitate provision of temporary assistance to eligible U.S. citizens and their dependents during a U.S. Department of State (DOS)-coordinated evacuation.
