Introduction
Welcome Congressionally Directed Community Project (CDCP) Recipients.
This site provides helpful information for new CDCP recipients under the Administration for Children and Families (ACF). In addition, this site is for CDCP recipients who have already received their award, for ongoing administrative guidance.
Annually, Congress establishes the budget for the Social Services Research and Demonstration funding (SSRD), under ACF, within the U.S. Department of Health and Human Services (HHS; Social Security Act § 1110 [42 U.S.C. § 1310]). The budget may include CDCP funding. This site is only for recipients identified in Appropriations Law for ACF CDCP under the SSRD funding.
ACF is not able to provide guidance on requests to Congress for future CDCP funding, as those decisions are under the purview of the Appropriations Committee and Congress. We recommend that you reach out to your Congressional points of contact for technical guidance or answers to your questions regarding future CDCP funding requests.”

FY23 CDCP Recipients (Awarded Summer 2023)
This page is for grant recipients whose ACF CDCP awards were issued on 8/31/2023.
Your Award
- All FY23 CDCP awards were issued on 8/31/2023 in Grant Solutions .
- The award date is also known as the project period start date. Projects are all funded for 12 months from this point in time.
- To access your Award Notice, establish your account in Grant Solutions. Your award notice provides some key information such as project period, your Grants Management Specialist, your current approved budget by line item, and names and contact information for your organization.
- If changes are needed at any point in time for your grant, Grant Solutions is where you can make amendment requests (e.g. Budget Revisions, Change in Project Director, etc. See Common Amendments Section below for more information) and access additional guidance in the Grants Notes module. Grant Solutions is where you should turn to for information regarding your grant or to submit information regarding your grant.

Accessing your Funds
- To access your funds, establish your account in the Payment Management Services (PMS).
- If you need technical assistance with PMS you can find your PMS liaison here .
- The funds were made available immediately upon the award date (i.e., project period start date).
- The award documents (In Grant Solutions ) will provide guidance on how to access the federal funds through the Payment Management Services.
- Regarding the timing of release of funds, your organization decides the schedule for accessing the funds based on your funded activities. Funds can be drawn down through reimbursement or through an advance approach.
- This funding cannot be used for activities prior to the project period start date or for activities after the project period end date.
Project Period
- All grantees have a 12-month project period, starting at the award date (also known as the project period start date).
- This funding cannot be used for activities prior to the project period start date or for activities after the project period end date. For up to three months after the project period end date, you may submit receipts or expenditures that occurred during the project period. Common Amendments
- You may submit Amendment Requests through Grant Solutions during your project period. An amendment request initiates review, approval, and processing of changes in Notice of Award (NOA). Approval of amendment requests is dependent on satisfactory progress and timely completion of reports.
- Examples of common amendments are:

- Budget Revision — Changes in the planned expenditures originally described in your application.
- Change in Project Director/ Authorizing Representative — Changes in name or contact information.
- No Cost Extension — Extending your project period; if your project needs additional time to complete the proposed work, confer with you Grants Management Specialist about the possibility of an additional extension

Reporting Requirements
- Progress and financial reports are due every 6 months. We may require more frequent reporting if ACF determines that additional monitoring is needed. The standard forms Federal Financial Report (FFR) and Performance Progress Report (PPR) are used for these reporting purposes. The PPR form is located at Discretionary Post-Award Requirements | The Administration for Children and Families (hhs.gov). The FFR form is available at the Payment Management System website .

FY22 CDCP Grantees (Awarded Summer 2022)
This page is for grant recipients whose original ACF CDCP award was issued in August 2022 and who received a no cost extension to extend their project period beyond August 2023.
Your Award
- All awards were issued on 8/30/2022 or 8/31/2022 in Grant Solutions . The award date is also known as the project period start date.
