This project provided a descriptive study of the dynamics of county versus state administered TANF programs. The project gathered detailed information from a sample of county and state administered TANF programs identified as having promising TANF-WIA coordination practices.
The main objective of this study was to provide documentation and lessons about different programmatic implementations and experiences of both county and state administered TANF programs that could be considered illustrative of these administrative approaches generally. The study also identified and recommended potential approaches for technical assistance specific to state supervised county administered TANF programs. The Urban Institute conducted the study.
