Funding Home Visiting with a Pay for Outcomes Approach

Project Overview

The Administration for Children and Families (ACF) and Health Resources & Services Administration (HRSA) initiated the Funding Home Visiting with a Pay for Outcomes Approach project to learn from past and current projects in home visiting that utilize Pay for Outcomes (PFO). PFO represents a range strategies and financing methods that link government payments to improved outcomes and reduced costs. To support ACF and HRSA, ICF International and their subcontractor, the Urban Institute, convened a group of about 50 home visiting and PFO stakeholders for a full-day roundtable event on January 10, 2019. Roundtable attendees had the opportunity to share some of the challenges and successes experienced while implementing PFO projects.
