The purpose of this study was to understand how sanctions have been implemented in recent years in a select group of sites. It also explored developing more rigorous research on the use of sanctions to achieve higher work participation rates.
The study examines sanction policies and the way they are implemented from the standpoint of states’ attempts to meet federal work participation requirements. This study conducted sites visits in eight locations in seven states. In addition, it analyzed administrative data from two states and one county in an attempt to understand how work participation rates are affected by changes in sanction policies.
