Sexual Risk Avoidance Education Programs Plans Brief Series

Introduction

The Sexual Risk Avoidance Education (SRAE) grant program-- a federally funded adolescent pregnancy prevention initiative administered by the Administration for Children and Families (ACF), Family and Youth Services Bureau-- teaches youth how to voluntarily refrain from non-marital sexual activity. The program was first funded by Congress through a discretionary grant program in 2016 (General Departmental grantees) and through the reauthorization of Title V in 2018 (Title V State and Competitive grantees). This series tells the story of the program plans of the SRAE grantees’ who were operating in 2020.

Purpose

This series has been developed to share the story of the program plans for the SRAE grantees operating in 2020. The SRAE National Evaluation (SRAENE) team, led by Mathematica, created the series using data submitted by grantees.

The primary audience for this series includes those who support SRAE program efforts nationwide, including federal staff, state staff, and provider organizations. The information presented may also be of interest to policymakers, researchers, and academics working in the broader sexual risk avoidance field.

Key Findings and Highlights

The series reports grantees’ plans for their SRAE programs and discusses the following key topics:

  • The number of grantees, subrecipients, and youth intended to be served.
  • Subpopulations among the youth intended to be served and the curricula and settings selected to serve them.
  • Prior experience providing programming similar to SRAE.
  • Steps taken to inform and develop their SRAE program plans.
  • Investments made to support strong facilitation and program fidelity and quality.

Methods

Mathematica collected and analyzed on-line survey data from 109 of the 110 grantees operating in summer 2020, and the results apply to those grantees funded at that time.
