Introduction
The Personal Responsibility Education Program (PREP) was authorized by Congress in 2010 as part of the Affordable Care Act. The program, overseen by the Family and Youth Services Bureau, is designed to provide educational programs to adolescents on teen pregnancy prevention and related topics. The program must also address healthy transition to young adulthood by addressing adulthood preparation subjects that were mandated by Congress. Most of the PREP funding ($55.25 million of $75 million, annually) is designated for formula grants to states and territories.
The Office of Planning, Research and Evaluation (OPRE) and the Office of Data Analysis, Research, and Evaluation (ODARE) oversee the evaluation of PREP. This report summarizes the overall design of the impact evaluation portion, which is a random assignment evaluation of four PREP-funded programs. Authors provide the overall goals of the impact study, describe how the four sites were selected, and include an overview of the participating sites.
