This practice brief is the first in a series of practice briefs being developed by the Tribal Health Profession Opportunity Grants (HPOG) 2.0 evaluation team. The briefs will be used to disseminate important lessons learned and findings from the evaluation of the Tribal HPOG 2.0 Program. The Tribal HPOG 2.0 program supports demonstration projects that provide eligible individuals with the opportunity to obtain education and training for occupations in the healthcare field that pay well and are expected to either experience labor shortages or be in high demand.
The purpose of this first practice brief is to: (1) introduce the Tribal HPOG 2.0 evaluation; (2) provide a summary of the findings from the Tribal HPOG 1.0 evaluation; and (3) describe how the Tribal HPOG 1.0 evaluation informed the Tribal HPOG 2.0 evaluation.
Key Findings and Highlights
- The tribal evaluation team’s experience conducting the Tribal HPOG 1.0 evaluation informed the design and approach for the Tribal HPOG 2.0 evaluation. The Tribal HPOG 2.0 evaluation team is using several aspects of the Tribal HPOG 1.0 that worked well and implementing new approaches and methods based on lessons learned.
- Extensive engagement with the grantees from the beginning of the Tribal HPOG 1.0 evaluation helped to foster strong, positive relationships that facilitated communication with grantees and implementation of the evaluation. Grantee engagement remains an important component of the Tribal HPOG 2.0 evaluation.
- The Tribal HPOG 2.0 evaluation uses a similar framework as the Tribal HPOG 1.0 evaluation; however, research questions have been modified or added based on experience from Tribal HPOG 1.0 and input from grantees, the HPOG 2.0 Technical Work Group (TWG), and ACF.
- Continued technical assistance around HPOG Participant Accomplishment and Grant Evaluation System (PAGES) and enhanced coordination with the PAGES team will be a focus of the Tribal HPOG 2.0 evaluation.
- The Tribal HPOG 2.0 evaluation includes the use of a new data source. Collection of participant social security numbers will provide an opportunity to link participants to the National Directory of New Hires for longer-term data on participant earnings and employment.
The tribal evaluation team considered lessons learned from the Tribal HPOG 1.0 evaluation and initiated three knowledge development activities to inform the development of the evaluation design. These activities were: 1) gathering feedback from the grantees and other stakeholders on the evaluation approach and design; 2) consulting with experts that serve on the Tribal HPOG 2.0 TWG; and 3) conducting a brief review of the literature related to research in American Indian and Alaska Native (AI/AN) communities. The tribal evaluation team also referred to the Roadmap for Collaborative and Effective Evaluation in Tribal Communities, developed by the Child Welfare Research and Evaluation Tribal Workgroup, which guides the approach to the evaluation.
