Introduction
The Pathways to Work Evidence Clearinghouse case studies highlight innovative interventions that aim to improve employment outcomes for Temporary Assistance for Needy Families (TANF) participants and other individuals with low incomes but that have not been rigorously evaluated. In providing these case studies, the Pathways Clearinghouse aims to help practitioners learn from the experiences of others implementing innovative employment interventions, even when there has not yet been an opportunity to rigorously evaluate their effectiveness through an impact evaluation.

Purpose
The purpose of each case study is to highlight an innovative but untested intervention that a state, county, community-based organization, or other entity is undertaking that aims to improve employment outcomes for TANF participants and other individuals with low incomes, especially public assistance recipients. The case studies are intended to help practitioners learn from the experiences of other organizations or agencies implementing innovative employment interventions.
Methods
The Pathways Clearinghouse follows a consistent process to develop each case study which is described in further detail in the Protocol for Pathways Clearinghouse case studies. Generally, the Pathways Clearinghouse collects information on the intervention from publicly available sources and from additional sources available to OPRE, such as materials from the State Temporary Assistance for Needy Families (TANF) Case Studies project. The Pathways Clearinghouse organizes this information using a case study template, which was developed with input from experts in workforce policies or programs for people with low incomes.
The Pathways Clearinghouse reaches out to the organizations or agencies implementing the intervention when more information is needed to complete the template.[i] The draft case studies are reviewed by Pathways Clearinghouse team members and OPRE staff. Before finalizing the case studies, the Pathways Clearinghouse shares the draft with the implementing organizations or agencies so that they can review it for accuracy and completeness.
