Introduction

The goal of the Personal Responsibility Education Program (PREP) is to educate adolescents on abstinence and contraception to prevent pregnancy and sexually transmitted infections, including HIV/AIDS. PREP is administered by the Family and Youth Services Bureau (FYSB) in the Administration for Children and Families (ACF) at the U.S. Department of Health and Human Services.  

PREP grantees are expected to cover at least three of six adulthood preparation subjects (APSs) with participating youth. The APSs are: 

  • Adolescent development 

  • Educational and career success 

  • Financial literacy 

  • Healthy life skills 

  • Healthy relationships 

  • Parent—child communication 

To understand whether PREP grantees are meeting the program’s objectives, ACF requires them to submit performance measures twice per year. This includes information on which APSs they deliver and how. 

Purpose

This fact sheet summarizes findings based on the performance measures that PREP grantees submitted for the 2021-2022 reporting period. It presents information about which APSs PREP programs delivered as well as whether program and youth characteristics varied by APS. 

Key Findings and Highlights

  • Programs most commonly implemented the healthy relationships, healthy life skills, and adolescent development APSs. The least commonly implemented APS was financial literacy. 

  • Programs that implemented the healthy relationships, healthy life skills, adolescent development, and parent-child communication APSs typically used their primary adolescent pregnancy prevention curriculum to do so. A higher percentage of programs that delivered the financial literacy and educational and career success APSs used original content.  

  • A higher percentage of high school youth received the healthy relationships and healthy life skills APSs, compared to middle school youth. Conversely, a higher percentage of middle school youth received the parent—child communication and educational and career success APSs.  

  • Across all youth served by grantees in the analysis, the APSs were not evenly delivered across race categories. For example, youth who identified as American Indian and Alaska Native were less likely than the overall sample to receive the financial literacy and educational and career success APSs. Meanwhile, youth who identified as Black or African American were more likely than the overall sample to receive the financial literacy, educational and career success, and parent-child communication APSs.  

  • Compared to the overall sample, a lower percentage of Hispanic youth received the parent—child communication, educational and career success, and financial literacy APSs. 

Methods

This fact sheet presents summary statistics based on data from performance measures that Competitive PREP and State PREP grantees submitted for the 2021—2022 reporting period. The sample included 347 programs: 301 programs funded under State PREP grants and 46 programs funded under Competitive PREP grants.
