Researching the CCDF Program by Linking Administrative Data with Data from the CCDF Policies Database: A How-To Guide

This brief describes an approach that researchers can use to examine differences in Child Care and Development Fund policies across states and what those differences mean for the parents and children served by subsidized child care and for the people providing the child care services.

Specifically, the brief describes the process of linking case-level information on subsidized families and children with detailed policy information from the Child Care and Development Fund Policies Database. This brief illustrates this approach using a specific policy question—whether State/Territory policy choices appear to be related to the extent to which children with subsidies received care from legally unregulated providers.

Findings are presented, but the focus is on the process rather than the research results.
