Tribal Home Visiting Evaluation Institute (TEI)

The Tribal Home Visiting Evaluation Institute (TEI) provides technical assistance that promotes rigorous and relevant performance measurement, data management, continuous quality improvement (CQI), and evaluation activities in the Tribal Maternal, Infant, and Early Childhood Home Visiting Program (Tribal MIECHV).The project contributes to knowledge building around home visiting as a service delivery strategy in tribal communities through reliable, responsive products that build data and evaluation capacity.

TEI supports multiple cohorts of Tribal MIECHV grantees at different stages of implementation. Specific technical assistance activities include:

  • Supporting grantees to conduct performance measurement planning and reporting that aligns with local data needs and ACF requirements.
  • Guiding grantees to develop or improve their data systems to support effective performance measurement, CQI, and evaluation.
  • Providing CQI training and support for grantees conducting local projects and to those participating in the Tribal MIECHV CQI Collaboratives.
  • Assisting grantees in planning and conducting rigorous evaluation studies including, obtaining local research approval, recruiting study participants, collecting data, conducting quantitative and qualitative data analysis, and sharing evaluation findings.

Additional project activities include:

  • Operating and maintaining the ACF Tribal Home Visiting Reporting System (THVRS).
  • Disseminating information from capacity building efforts to ACF, the broader research, policy, and practice fields, and the general public.

TEI was awarded to James Bell Associates, and subcontractors Michigan Public Health Institute, Tellenger Inc., and Face to Face Integrated Technologies.
