This report, developed as part of the Study of Early Head Start (EHS)-Child Care Partnerships, provides a roadmap for measuring all aspects of the EHS and child care partnerships included in the theory of change, which was informed and developed as part of an initial literature review. For each element in the theory of change model, the report describes the constructs, data elements, data collection methods, and recommended measures. It also discusses the types of questions that can be answered by the measurement approaches considered and how the proposed data collection can inform policy, practice, and research. These recommended measurement approaches informed the evaluation design and data collection plan for the national study of Early Head Start–Child Care Partnerships.
