Project Overview

The Administration for Children and Families (ACF) and Health Resources & Services Administration (HRSA) initiated the Funding Home Visiting with a Pay for Outcomes Approach project to learn from past and current projects in home visiting that utilize Pay for Outcomes (PFO) or other related strategies and financing methods that link government payments to improved outcomes and reduced costs. To support ACF and HRSA, ICF International and their subcontractor, the Urban Institute, convened a group of about 50 home visiting and PFO stakeholders for a full-day roundtable event on January 10, 2019.  Roundtable attendees had the opportunity to share some of the challenges and successes experienced while implementing PFO projects.
