Regional Administrator, Region 4
Jacqueline “Jacque” Mull serves as the southeast (Region 4) regional administrator for the Administration for Children and Families (ACF) in Atlanta, Georgia which includes Alabama, Florida, Georgia, Kentucky, Mississippi, North Carolina, South Carolina, and Tennessee. As an regional administrator, Jacque provides leadership, communication and coordination for the Administration for Children and Families (ACF) staff in the region and partners with other HHS operating divisions, federal agencies, states, tribes, territories, cities, and communities. Jacque ensures program integration and implements high priority, results-based strategic initiatives to support ACF priorities and state, local, and tribal efforts.
Jacque worked as the Office of Child Support Enforcement's Region 4 Regional Program Manager from November 2008 before joining the Office of Regional Operations. As an ACF Agency Liaison Officer to the Center for Disease Control (CDC) for COVID-19 Operations in 2020, she worked on a variety of project tasks. The Principal Deputy Assistance Secretary of ACF appointed Jacque to act as a liaison between ACF and the CDC at-risk and community mitigation groups for COVID-19 operations and public health and human services coordination. She was in charge of expediting the CDC's risk assessment and ACF guidance requests in response to the pandemic. This included assisting with implementation advice in various ACF care settings with the Office of Child Care, Office of Head Start, Runaway and Homeless Youth, Child Welfare Workers, Domestic Violence and Homeless shelters, and coordinating outreach partnerships between the CDC and ACF to address racial disparities due to COVID impact.
Jacque’s achievements also include serving on the ACF HHS Reimagine Organization Design Team for the Optimize Regional Performance (ORP) Initiative. In this role she provided support on communications for the ORP vision to internal and external leadership and staff, including other federal and state agencies that have optimized their regional presence. Assisted with the strategic change management plan and presenting the initiative to HHS Headquarter leadership, regional leadership, and HHS stakeholders. She worked to strategically identify internal and external politics that impact the successful communication/change management of ORP mission and goals. Her work resulted in Optimization Plans for all ACF Division which are designed to improve efficiency and streamline business processes in the regions.
Jacque is a member of Zeta Phi Beta Sorority, Inc., a graduate of Hammel Business College and a 2020 graduate of the Atlanta Federal Executive Board Leadership government program. She is an avid runner and athlete who shares her love for a balanced lifestyle, is married with two adult daughters who help keep her pulse on how the next generation would like to serve and access our services.
