Comprehensive Federal Strategic Plan to Prevent and End Homelessness

The first comprehensive federal strategic plan to prevent and end homelessness was presented to Congress on June 22, 2010 by the United States Interagency Council on Homelessness (USICH). Since then USICH has updated and amended the plan in 2012 and again in 2015 to reflect what we have learned.

USICH is in the process of gathering stakeholders’ input as they revise and strengthen the plan again this year. A new update to the strategic plan is to be released in early 2018. We have made tremendous progress in the homeless arena since 2010, and yet we know there is more work to be done. We will go farther and faster together than we will alone. With that value in mind, USICH invites you to participate in the process to improve this draft by completing the feedback form and submitting it USICH by November 15, 2017.

Some ways our homelessness stakeholders have already told USICH that the plan needs to be strengthened:

  • Putting people with lived experience more front and center
  • Increasing focus on employment services and outcomes
  • Doing more to translate solutions to rural and tribal communities
  • Strengthening pathways to housing for people living in encampments
  • Helping emergency shelters drive an end to homelessness using Housing First
  • Strengthening housing as a platform for recovery for people affected by substance use
