This document provides information for states on federal funding streams and resource opportunities, as well as policy information about digital inclusion. It is geared towards human services leaders adapting to virtual platforms to interact with participants, and developing innovative ways to accomplish critical tasks digitally.

The COVID-19 pandemic has created new uncertainties for families. With the release of stimulus assistance from the American Rescue Plan (ARP) and other bills, however, families with low incomes are able to access new or expanded supports that may provide them with a chance at economic recovery, or new options for longer-term economic mobility. Human service program leaders and their staff can help families access these critical supports for which they are eligible and encourage families to file 2020 taxes or enroll in the Child Tax Credit program to receive available credits. This report includes several important new opportunities for both parents and children with low incomes to begin to recover from the pandemic and become economically mobile.

The COVID-19 crisis requires a Whole Family response from state, local and tribal leaders. Congress passed The Consolidated Appropriations Act (H.R. 133), which is a $900 billion COVID relief and $1.4 trillion omnibus government funding package for the 2021 federal fiscal year. This document includes selected portions of the Consolidated Appropriations Act for human services and other programs targeting vulnerable children and families. Please review the full legislative text here for additional details.

COVID-19 the Family, State and Federal Policy

Lessons Learned in New England

This report captures insights and lessons as well as suggestions for policy and practice from the state frontline experience. It highlights some of the New England innovations that are likely to endure. Recommendations are drawn from participants’ input across states and offer some federal and state direction on how to support families in this new context.

This report reflects the real-time impacts of the COVID-19 pandemic on state human services agencies in ACF’s Region 1 (New England) and Region 4 (Southeast) areas and capture state perspectives on lessons learned to guide future federal policymaking and state implementation. The project was completed by the American Public Human Services Association (APHSA) in partnership with the U.S. Department of Health and Human Services, Administration for Children and Families (ACF), Office of Regional Operations.
