Acting Director | Office of Refugee Resettlement (ORR)
Nicole Cubbage is a lawyer and former federal prosecutor with the Department of Justice (DOJ). She began her career as an honors program attorney at DOJ in the criminal division and was later a senior trial attorney in the criminal division's fraud section, specializing in white collar banking fraud. During her tenure at DOJ, Cubbage was detailed from the fraud section to serve on the investigation of the FBI crime laboratory, resulting in the review of some of the most high profile cases handled by the FBI lab. As a result of that investigation, and a report made to Congress in the late 1990s, major reforms were required in the lab.
Cubbage practiced criminal defense law as a sole practitioner in the District of Columbia representing indigents in the federal court system for the past ten years before joining the Office of Refugee Resettlement (ORR) at HHS' Administration for Children and Families in June 2020. She was appointed acting director of ORR in October 2020.
Cubbage is a graduate of the University of Texas with a B.S. and J.D.
