Fiscal Year 2017 Targeted Assistance Formula Allocations

Dear Colleague:

Fiscal Year (FY) 2017 Targeted Assistance Grant formula (TAG-F) allocations are based on the FY 2015 and FY 2016 arrivals served by states during this two year time period.1 The table below provides the FY 2017 TAG-F allocations by county.

Provision of Services
Targeted Assistance formula grants fund employability services, such as job placement programs, to assist refugees and other ORR-served populations in achieving employment and economic self-sufficiency. States must provide Targeted Assistance services to refugees in the following order of priority, except in certain individual extreme circumstances: (a) refugees who are cash assistance recipients; (b) unemployed refugees who are not receiving cash assistance; and (c) employed refugees in need of services to retain employment or to attain economic independence.

Obligation of Funds
The state must obligate the Targeted Assistance funds no later than one year after the end of the federal fiscal year in which the grant is awarded. The state must liquidate the funds within two years after the end of the federal fiscal year in which the grant is awarded.

Reporting
States must submit: (1) the ORR-6 Performance Reports on a trimester basis and (2) Standard Form (SF) 425 Federal Financial Reports on a quarterly basis. ORR must receive a state’s final SF-425 Federal Financial Report on Targeted Assistance expenditures no later than 90 days after the end of the liquidation period. If ORR does not receive the final reports on time, it will de-obligate any unexpended funds, including any unliquidated obligations, on the basis of the state’s last filed report. 1 October 1, 2014 through September 30, 2016 States use Schedule A and Schedule C of the ORR-6 to submit Performance Reports. ii “Cuban/Haitian Entrants” includes Havana parolees and Cuban Medical Professional parolees.
iii “Total Population” is the summation of Refugees, Cuban/Haitian Entrants, Asylees, Victims of Human Trafficking and Special Immigrant Visas arrivals.
iv “Adjustment for State Splits” is the number of populations served by multiple states.
v “Total With Adjustments” is the summation of “Total Population” and “Adjustment for State Splits”.
vi A portion of this total will be allocated to the San Diego Wilson-Fish program.
