SUBJECT: Final Notice of FY 2004 Social Service Allocations

Enclosed is the Final Notice of Allocations to States of FY 2004 Funds for Refugee Social Services published on Thursday, June 24, 2004, in the Federal Register [69 FR Notices, Number 121, page 35383 – 35387, (June 24, 2004)].  The final notice reflects amounts adjusted based upon final adjustments to FY 2001, FY 2002, and FY 2003 data submitted to ORR by twenty-two States.

Final FY 2004 Social Services Allocations

Final allocations were adjusted to reflect the additional State’s three-year population ending September 30, 2003 on asylees and victims of a severe form of trafficking who have been provided assistance and/or services, in addition to refugee secondary migrations. 

With regards to asylees, after review and verification of the additional State’s asylee data, ORR included 15,702 asylees in the distribution formula.  A substantial number of asylees were dropped from the State-supplied lists during the verification process.  The most common reason was that their approval date of asylum occurred outside of the 36-month period ending September 30, 2003.  Additionally, a large number of asylees were dropped because their names and A-numbers did not match the U.S. Bureau of Citizenship and Immigration Services (USBCIS), formerly INS, and the Executive Office of Immigration Review (EOIR) files.  Please refer to page 35384 - 35385, (FR Notices, Volume 69, Number 121), Section II, Comment and Response, for detailed information.
