SUBJECT: Notice of Final FY 2011 Formula Allocations to States for Refugee Social Services

Attached is the Notice of Final FY 2011 Formula Allocations to States for Refugee Social Services. The notice was posted on September 8, 2011.

In addition to information on the Social Services allocation formula and data sources, the notice includes the formula allocations to States. The allocations are based on FY 2009 and FY 2010 arrivals data (October 1, 2008, to September 30, 2010) from the Office of Refugee Resettlement (ORR) Refugee Arrivals Pata System (RADS), adjusted for secondary migration.

The RADS data include refugees, certain Amerasians from Vietnam, Cuban and Haitian entrants, Havana Parolees, Cuban Medical Professional Parolees, asylees, victims of a severe form of trafficking, and Iraqi and Afghan Special Immigrants. The data on secondary migration are submitted by States through ORR's Website Submission System and are verified through matching against RADS data. Data on trafficking victims are based on the total number of certification and eligibility letters issued by ORR.
