Call for Participation: Grant Review — Human Trafficking Youth Prevention Education (HTYPE) Demonstration Program

On behalf of the Administration for Children and Families (ACF), Office on Trafficking in Persons (OTIP), the Federal Grants Center of Excellence (CoE) is soliciting interest and availability for participation in the panel review process for the Human Trafficking Youth Prevention Education (HTYPE) Demonstration Program.

Human Trafficking Youth Prevention Education (HTYPE) Demonstration Program

The goal of the HTYPE Demonstration Program is to fund local educational agencies (LEAs) to develop and implement programs to prevent human trafficking victimization through the provision of skills-based human trafficking training and education for school staff and students as specified in the Frederick Douglass Trafficking Victims Prevention and Protection Reauthorization Act of 2018.

Under the HTYPE Demonstration Program, the following activities are required:

  1. Provide human trafficking education that equips educators and other staff to identify and respond to signs that students are at high risk of or are currently experiencing human trafficking.
  2. Deliver student human trafficking prevention education that is designed to build student resilience to labor trafficking and sex trafficking by strengthening student knowledge and skills.
  3. Train qualified individuals to implement and replicate project activities throughout the school district or identified target area(s).
  4. Establish and implement a Human Trafficking School Safety Protocol (HTSSP).

Seeking Subject Matter Experts for Grant Review

For this grant review, we are seeking subject matter experts (SMEs) who are knowledgeable and experienced in any of the following disciplines:

  • Thorough knowledge of best practices and prevailing empirical research for health education and/or violence prevention education
  • Experience reviewing, selecting, and implementing health education and/or violence prevention education based on best practices and prevailing empirical research
  • Experience implementing health education and/or violence prevention education to children, youth, and/or school staff
  • Experience developing or implementing a human trafficking prevention curricula for children and youth
  • Experience training trainers to implement health education and/or violence prevention education
  • Experience in developing and assisting in the implementation of a school-wide health education and/or violence prevention education curricula
  • Grant and/or program management experience related to human services or human trafficking
  • Experience with budget and financial management
  • Experience in developing and assisting in the implementation of a school-wide student safety plan that includes elements related to:
    • Procedures for responding to concerns of child abuse and neglect;
    • Procedures for addressing student disclosures of personal information, child abuse, neglect, or other sensitive information; and
    • Information on the legal obligations of mandated reporters under state law.

Requirements

  • The HTYPE grant review competition is scheduled for August 13 through August 28, 2020. The entire review will be conducted remotely via email, conference call, and web-based tools. Email will be used as the main source of contact between reviewers and the grant review team. The grant review panel will discuss all applications via conference call. No travel will be required.
  • Applications for review will be accessed electronically via a web-based Application Review Module (ARM) system. Hard copies of the applications will not be provided.
  • All reviewers are required to read, score, and write detailed, objective, and constructive evaluative comments on all assigned applications. Chairpersons must read all assigned applications, facilitate panel discussion calls, and prepare a panel summary report for each application.
  • The grant review typically requires that reviewers and chairpersons be available during regular business hours (9 a.m. to 5 p.m.) and occasionally during evening hours and weekends throughout the entire review period. Each panel will review approximately 8 to 10 applications; therefore, the time commitment is likely to be substantial.
  • The review will begin with a mandatory two-hour webinar training. We will provide you with all logistical and programmatic information, as well as training for the remote grant review system, ARM, and a detailed overview of the FOA during this training.
