The EHV Program is providing 70,000 housing choice vouchers to local Public Housing Authorities (PHA) for individuals and families who are:
- At risk of homelessness
- Fleeing, or attempting to flee, domestic violence, dating violence, sexual assault, stalking, or human trafficking, or
- Were recently homeless or have a high risk of housing instability
PHAs are responsible for determining income eligibility for applicants and are required to partner with a local Continuum of Care (CoC) or other service providers to administer the EHV Program by verifying and referring households who meet one of the four eligibility categories above. Definitions for each category can be found on the U.S. Department of Housing & Urban Development's Notice on Emergency Housing Vouchers — Operating Requirements (pages 17 — 21). PHAs must enter into memoranda of understanding with all referring agencies, including CoCs and service providers, no later than July 31, 2021.
