Funding Announcement: OVC Funding to Support Victims of Human Trafficking

The U.S. Department of Justice (DOJ), Office of Justice Programs (OJP), Office for Victims of Crime (OVC) has announced the following funding opportunities to support victims of human trafficking:

 

OVC FY 2020 Specialized Training and Technical Assistance on Housing for Victims of Human Trafficking

The purpose of this program is to develop, expand, or strengthen victim service programs for victims of human trafficking by supporting the delivery of specialized training and technical assistance to victim service-providing agencies and organizations to enhance their ability to provide appropriate housing for victims of human trafficking. Priority support will be given to OVC human trafficking grantees. OVC anticipates making one award of up to $2 million for a 36-month period of performance, to begin on October 1, 2020.

OVC will conduct one pre-application webinar on Monday, March 30, 2020, from 3:00 to 4:00 p.m. ET

OVC FY 2020 Improving Outcomes for Child and Youth Victims of Human Trafficking

The overall goal of the program is to improve responses for child and youth victims of trafficking with a focus on coordination at the statewide or tribal jurisdiction level to create effective change across systems. OVC anticipates making up to four awards of up to $1.5 million each for a 36-month period of performance, to begin on October 1, 2020.

OVC will conduct one pre-application webinar on Friday, April 3, 2020, from 11:00 a.m. to 12:00 p.m. ET

OVC FY 2020 Services for Minor Victims of Labor Trafficking

The goal of this program is to develop, expand, or strengthen victim service programs for minor victims of labor trafficking, whose victimization occurred when they were under the age of 18. OVC anticipates making up to three awards of up to $666,667 each for a 36-month period of performance, to begin on October 1, 2020.

OJP FY 2020 Enhanced Collaborative Model Task Force to Combat Human Trafficking

This program has two purpose areas:

  • Purpose Area 1: Development of Human Trafficking Task Forces to support human trafficking task forces that have recently formed and are still in the process of formalizing task force structure and protocols.
  • Purpose Area 2: Expanding Human Trafficking Task Force Effectiveness allows task forces to compete for funding to expand their task force operations and partnerships, implement task force sustainability plans, and assist OJP in building the capacity of other task forces in the field.

OVC and BJA anticipate making 18 awards under Purpose Area 1 (9 task forces) of up to $1.5 million per task force and up to 10 awards under Purpose Area 2 (5 task forces) of up to $1.5 million per task force. OVC expects to make awards for a 36-month period of performance, to begin on October 1, 2020.

OVC FY 2020 Services for Victims of Human Trafficking

The purpose of this program is to develop, expand, or strengthen victim service programs for victims of human trafficking.

Applicants may apply under the following three purpose areas:

  • Purpose Area 1: Developing Capacity to Serve Human Trafficking Victims
    OVC anticipates making up to 10 awards of up to $350,000 each will be made to organizations that have not received OVC human trafficking grants since 2015.
  • Purpose Area 2: Enhancing Scope of Services for Human Trafficking Victims
    OVC anticipates making up to 10 awards of up to $750,000 each will be made to victim service organizations with a demonstrated history of providing a range of services to victims of human trafficking.
  • Purpose Area 3: Specialized Services for Human Trafficking Victims
    OVC anticipates making up to 10 awards of up to $550,000 each will be made to victim service organizations with a demonstrated history of providing a specialized service to victims of human trafficking.

OVC expects to make awards for a 36-month period of performance, to begin on October 1, 2020. OVC will conduct one pre-application webinar on Thursday, April 2, 2020, from 1:00 to 2:00 p.m. ET
