Definitions

Entitlement Types:

Compensation

Benefit based on an injury/disease incurred or aggravated in or from active service or an injury from VA hospitalization or medical treatment

Clothing Allowance

Annual lump sum payment made when a Veteran’s service connected (SC) disability causes the use of prosthetic or orthopedic appliances that tend to wear or tear clothing or use of medication for a SC skin condition stains clothing

Medal of Honor Pension

Monthly entitlement, which is paid as a sole benefit or added to pension or compensation rates for veterans who were awarded the Medal of Honor

Improved Pension

Benefit for Veterans who meet certain service requirements (length of service and during a wartime period) and meet income and net worth limitations. Additionally, they must be considered permanently and totally disabled by VA or SSA, reached age 65 or in a nursing home for long-term care.

Protected Benefits (306 and Old Law)

These programs are referred to as "protected" because eligibility is restricted to beneficiaries who were receiving them at the time they were phased out.
They do not receive rate increases; Must elect improved pension
306 Pension phase out date: December 31, 1978
Old Law Pension phase out date: June 30, 1960

U.S.C. 1312(a)

A gratuitous benefit to the surviving dependents of a member of a uniformed service who was not a fully and currently insured individual under Title II of the Social Security Act who died on or after January 1, 1957 either while on active duty, active/inactive duty for training or after separation as the result of a service connected disability incurred after September 15, 1940.

Dependency and Indemnity Compensation (DIC)

Death benefit paid to a surviving spouse, child, or parent because of a service-connected death, or if the Veteran had been rated totally disabled for at least 10 years prior to death.

Death Compensation

Benefit made because of a service connected death occurring before January 1, 1957. NOTE: New entitlement to this benefit can no longer be established since the Veteran must have died prior to 1957

Death Pension

Death benefit paid to a surviving spouse or child because of a Veteran’s non-service connected death. Basic eligibility requires meeting certain service requirements pertaining to length of service and service during a period of war, and certain income and net worth limitations

Apportionment

In order to be granted an apportionment, the claimant must demonstrate need for the benefit, live apart from the primary beneficiary, not be receiving a reasonable level of support and it can not cause undue hardship to the primary beneficiary
Can be paid to an estranged spouse, child not in living with the primary beneficiary or a parent (in compensation cases only)

Aid and Attendance (A&A)

Part of special monthly compensation (SMC) and pension (SMP)
Entitlement to the A&A allowance extends to the Veteran, spouse, surviving parent(s), or surviving spouse
Paid because a person due to mental or physical disability requires the regular aid and attendance of another person in conducting the basic activities of daily living

Housebound Allowance (HB)

Part of SMC and/or SMP

Paid because a person, due to mental or physical disabilities is very limited in their ability to leave home

Maximum Annual Pension Rate (MAPR)

Amount of annual payment, which an award beneficiary is entitled to after deducting the IVAP from the maximum limits

Income for VA Purposes (IVAP)

Countable income used to determine a claimants entitlement to income-based benefits.

Income Types:

Civil Service (CS)

Persons receiving Civil Service Annuity (CSA) and Federal Employees Retirement System (FERS) benefits.

Military Retirement (MR)

Veteran who is now receiving a monetary benefit for having fulfilled a prescribed length of service (i.e. 20 years)

Railroad Retirement (RR)

Retirement benefits received from the Railroad Retirement Board

Black Lung (BL)

Disability benefits received from Black Lung

Hardship Expenses

Hardship expenses are only for claimants with dependent children who have income which is available to the claimant
If the total family expenses are less than the total family income (including VA Pension) no deduction of the child's income will occur, as hardship does not exist.

Last Expenses

Last expenses can be used to reduce a claimant's income for VA purposes (thus increasing the rate payable) by deducting amounts paid for certain funeral and other expenses, such as last illness.
A deduction is allowed only for expenses actually paid by the claimant for which he or she will not be reimbursed

Eligibility Verification Report (EVR)

Annual report of actual income and dependency status in order to verify that payment is correct.
Beneficiaries who are exempt from receiving EVRs receive a letter informing them that any change in income or dependency status must be reported to VA.

Income Verification Match (IVM)

Income Verification Match (IVM) compares income reported to the Department of Veterans Affairs (VA) by pension and parents Dependency and Indemnity Compensation (DIC) recipients with IRS and SSA income records.
The match includes spouses of live pension beneficiaries, but children are excluded.
The match also provides earned income of veterans in receipt of compensation based on individual unemployability (IU).

Proceeds

Accumulated amount of all returned and canceled checks of disability compensation or pension, as well as amounts accruing from other than monthly payment cases or termination of the award due to the death of the veteran

Month of Death (MOD) Payment

A one-time entitlement available only to the surviving spouse of the Veteran. The payment amount represents the disability payment amount that the Veteran was entitled to receive the month the Veteran died. The award line type code will display as the Veteran’s entitlement.
