Over the years, the Administration for Children and Families (ACF) has strived for excellence while continuing to advance and make headways in early childhood. ACF's Office of Early Childhood Development (ECD) is the focal point within HHS for early childhood health and development at the Federal level.
The office integrated the early childhood unit, providing oversight to two of the largest federal programs — Head Start and Child Care, including the new Early Head Start — Child Care Partnerships. For example, ECD links health and education by co-administering the Maternal, Infant and Early Childhood Home Visiting Program (MIECHV) with the Health Resources Services Administration (including important Tribal efforts) and co-administering the Race to the Top — Early Learning Challenge and Preschool Development Grants with the U.S. Department of Education.
