PURPOSE: |
To transmit to State, Tribal and Territorial LIHEAP grantees a copy of the technical assistance publication entitled LIHEAP Home Energy Notebook For Fiscal Year 2008. |
BACKGROUND: |
Beginning in Fiscal Year (FY) 1995, the Office of Community Services (OCS) has issued to LIHEAP grantees a supplement to the annual Low Income Home Energy Assistance Program Report to Congress. This supplement is called the LIHEAP Home Energy Notebook (Notebook). Such Notebooks have reported (1) the most recent data on residential energy and home energy consumption, expenditures, and burden; (2) low income trends in home energy; (3) LIHEAP’s performance in targeting vulnerable households; (4) the results of a special study pertaining to energy assistance; and (5) estimates of the numbers of LIHEAP income-eligible households. |

Like previous Notebooks, the LIHEAP Home Energy Notebook for Fiscal Year 2008 (the FY 2008 Notebook) reports the most recent data that OCS has compiled to date. This includes residential and home energy data, low-income home energy trends, targeting performance, a special study, and income-eligible household estimates. The special study covers the levels, types and underlying factors of the insecurity that low income households face due to their reduced ability to afford residential energy and home energy.
The Federal LIHEAP Targeting Performance section of the FY 2008 Notebook describes the Federal government’s use of national recipiency targeting indexes. The data used to calculate such indexes for the entire country include the estimated number of LIHEAP income eligible households—as derived from the ASEC.
