Dear Colleagues:
The Office of Community Services (OCS), Division of Energy Assistance (DEA), is releasing $300 million which is the funding available now to U.S. Department of Health and Human Services (HHS) for the Low Income Home Energy Assistance Program (LIHEAP) to all LIHEAP grantees with complete plans for federal Fiscal Year 2015. An additional $2.4 million is allocated for federal training and technical assistance to grantees. Today’s awards represent the second release of funding to-date for FY 2015. HHS previously awarded $3.05 billion in October 2014, for a total of $3.35 billion year-to-date.
Congress appropriated these funds under the Consolidated and Further Continuation Appropriations Act, 2015 (Public Law 113-235), which provided the final budget for FY 2015 and which the President signed into law on December 16, 2014. The legislation provides for a total funding amount of $3.39 billion. Approximately 1% of the funding has not yet been allocated and is not available at this time.
We appreciate that many of you have contacted our office to alert us to the strain on your LIHEAP resources caused by the weather conditions. We encourage you to keep our staff informed of the situation in your area and your program’s progress.
