TO: Low Income Home Energy Assistance Program (LIHEAP) Grantees
Dear Colleagues:
As we informed you in a letter on March 4, 2013, in accordance with the Budget Control Act of 2011, a series of spending cuts, called sequestration, cancelled approximately $85 billion in budgetary resources across the Federal government, including LIHEAP, for the remainder of the Federal fiscal year. We are writing to provide you with information about what has occurred since that time.
The U.S. Department of Health and Human Services (HHS) and the Administration for Children and Families (ACF) have taken every step to mitigate the effects of these cuts. However, since the funding and sequester statutes do not offer flexibility for the Low Income Home Energy Assistance Program (LIHEAP), the next award payments for this fiscal year will be reduced proportionately to meet the required annual level.
We are working with our partners at HHS and at the Office of Management and Budget (OMB) to determine the amount for the next grant award release. However, thus far, we have not received the final budget numbers for the fully enacted FY 2013 Budget and sequestration impacts. Once we receive the final full year FY 2013 award, we will allocate additional funds to grantees, which represents the difference between the final funding level for the year and the amount grantees have received to date under the Continuing Resolution (CR). We will notify you by email as soon as the final award amount is confirmed.
