LIHEAP DCL Federal Regulations for State and Territory Grantees

Dear State and Territory Grantees:

As you know, the Federal Low Income Home Energy Assistance Program (LIHEAP) regulations at 45 C.F.R. § 96.49 require that all grantees ensure that their annual LIHEAP plans are complete no later than December 15.  We thank all of you for cooperating with our office for requests for information and clarifications about your Plans to ensure they were complete before December 15.

We are still waiting to receive a few new State-Tribal agreements for FY 2013.  The agreements are the basis upon which we determine the allocations for the Tribal grantees that we directly fund.  We ask that these agreements be sent to us as early as possible each fiscal year so that we can avoid delays in funding our Tribal grantees.  If you anticipate or run into a delay, please contact our office to keep us informed about the timeframe within which we can expect to receive a copy of the agreement.
