Staff Assignments for the Division of Energy Assistance |

PURPOSE: |
To inform LIHEAP grantees about new changes in Federal LIHEAP staff assignments for grantee liaisons in the Energy Program Operations Branch, and to identify staff and areas of expertise in the Energy Policy and Evaluation Branch. |

BACKGROUND: |
The Division of Energy Assistance (DEA) established two branches in May 2010. Those two branches are the Energy Program Operations Branch, headed by Lauren Christopher, and the Energy Policy and Evaluation Branch, headed by Charlotte Abney. Through this IM, we are identifying the staff in each branch and their assignments. |

The Energy Programs Operations Branch has staff assigned as liaisons to one or more regions to serve as the primary point-of-contact on LIHEAP matters for the grantees in those regions. This includes providing one-on-one training and technical assistance to grantees on issues such as developing LIHEAP Plans, completing required LIHEAP reports, and answering questions about LIHEAP statutory and regulatory requirements. Liaisons are responsible for reviewing LIHEAP Plans and related reports for completeness and for communicating with grantees about LIHEAP grant awards. Please note that Attachment 1 is a listing of Energy Program Operations Branch staff and includes changes in the Federal LIHEAP staff assignments for grantee liaisons by region. Additionally, staff in the Energy Policy and Evaluation Branch are available to answer inquiries relating to data collection and complex policy questions, as indicated in Attachment 2. |
