ABSTRACT
UPHP is a consortium of educational institutions and Community Action Program (CAP) partners. UPHP targets low-income individuals to enter educational programs that offer the credentials needed for high-demand healthcare occupations. UPHP couples the educational component with critical academic and workforce readiness/social supports, which are coordinated with partners to ensure success.
Local healthcare employers are represented on an Advisory Committee and act as collaborative partners for training, apprenticeships/internships, and employment opportunities. Occupations include: Behavioral Health Technician, Certified Nurse Aide, Community Health Worker, Certified Peer Recovery Assistant, Certified Addiction Recovery Coach, Certified Contact Tracer, Diagnostic Related Health Technician, Other (Biological Tech), Direct Service Professionals, Emergency Medical Technician, EKG Technician, Health Educator, Home Health Aide, Licensed Practical Nurse, Medical Administrative Assistant, Medical Insurance Biller and Coder, Personal Care Assistant, Phlebotomist, Radiologic Tech, Registered Nurse, Social and Human Services Assistant, and Substance Abuse and Behavioral Disorder Counselor. Supportive services include but are not limited to assessment of individual strengths and barriers to success; post-eligibility assessment; career readiness, including résumé preparation and soft skills; training-related costs; logistical supports, including childcare, transportation, nonemergency food, housing support, and counseling; and employment assistance. Concerted efforts to work closely with the local offices of American Career Centers and the Department of Social Services, have led UPHP to exceed its 5-year TANF goal. Outcomes are shared with state-level TANF representatives and the Greater Capital Region Workforce Development Board. UPHP continues to work with the New York State Department of Labor’s Office of Apprenticeship and, through the SUNY Apprenticeship grant, continues to add and support more apprentices in training.
