The Intergovernmental Personnel Act (IPA) Mobility Program provides for the temporary assignment of personnel between the federal government and state and local governments, colleges and universities, Indian Tribal governments, federally funded research and development centers, and other eligible organizations.

These FAQs provide ethics guidance for ACF IPAs with a detail assignment longer than 130 days in a 365-day calendar year. If an IPA detailee assignment is for a shorter timeframe, they should seek specific ethics advice from an ACF ethics official.

HHS Guidance Portal

On December 3, 2020, HHS released a Final Rule governing the agency's release and maintenance of guidance documents. See Good Guidance Practices Final Rule  (PDF). These regulations will help to ensure that the public receives appropriate notice of new guidance and that the Department's guidance does not impose obligations on regulated parties that are not already reflected in duly enacted statutes or regulations lawfully promulgated under them.

The HHS Guidance Portal houses guidance documents from all operating divisions, including ACF.
