Project Summary
The State System Interoperability and Integration Project helped enable Indiana to create a real-time/near-real-time interface between the Indiana State Department of Health (ISDH) and Family and Social Services Administration (FSSA) programs specifically targeting the Indiana Client Eligibility System (ICES), Medicaid, and the birth/death registries. FSSA serves as the state human services agency while ISDH is the health agency. FSSA houses the Medicaid program for the state, but ISDH houses the State Registrar responsible for the Vital Records system for documenting all births, deaths, marriages, and other mandated vital events.
Needs Addressed
This project increased automation and improved the collection and sharing of the birth/death registry information to the human services entities. This, in turn, helped to streamline the human services enrollment and eligibility processes of newborns through the real-time or near-real-time transmission of birth information to the ICES and Medicaid systems. This interoperability project also provided the opportunity to begin to make the first steps toward automating the transmission of death information to the ICES and Medicaid systems providing the fastest notification of a death; greatly reducing the opportunity for fraud.
Services
There are two data transfer processes between Health and FSSA. The first process is ’Notification’ as Health notifies FSSA of new records or updates to existing records on a daily basis. The second is ’Inquiry’ and it allows authorized systems in FSSA to inquire on birth or death records on an ad-hoc basis. In addition, refining the Memorandum of Understanding (MOU) between FSSA and Health replaces over 15 separate MOUs.

- IVER_REPORTS Database (COMPLETED)
The Indiana Vital Events Registry (IVER) is comprised of two databases. The IVER_REPORTS Database is the “public-facing” IVER database. This is the database that other non-ISDH entities will use to obtain birth and death information. - ICES Interface & Integration Requirements (FINAL)
The purpose of the project is to develop data exchanges with ISDH to receive new born and death information. This document specifies the business requirements for this enhancement. It illustrates the various system features and functional details for the end-users and developers. - IVER_REPORTS & ESB Interface (COMPLETED)
IVER_REPORTS & ESB Interface is the programmatic functionality that allows agnostic access by non-ISDH entities to ISDH vital records data. Access to data is controlled via “access lists” maintained in the Electronic Service Bus (ESB) and corresponding to department- and legal-approved MOUs. - Indiana State Department of Health (ISDH) Updated System Architecture (FINAL)

The Genesis to IVER_REPORTS Windows Communication Foundation (WCF) Service is the programmatic functionality that populates the “public-facing” IVER_REPORTS database with data from the current-state vital records database known as Genesis. - Users and Facilities (COMPLETED)
Conversion of the current-state Genesis data to the future-state IVER database is broken into four phases. The first of these, Users and Facilities, involves data. The “users and facilities” are the doctors, nurses, admin staff, funeral directors, etc., in their respective hospitals, clinics, funeral homes, local health departments, etc. - ICES Functional Design (PDF) (FINAL) *
